now...i know how to style it...but my hair needs to be cut...what should i tell em..i know it needs to be short on the sides and back long on the top....or should the top be cut from long to short (from front to back) like the bangs are longest hen the rest of the top is cut like a slope?

You will want to say that you want a fade usually with the sides short you'll want a 2-3 guard, also adding that you need the top longer so you have something to style don't be afraid right off the bat to say that you do or dont want you bangs to short, bangs can ruin a hair cut.
